Simple timing logic

  1. New grant: publish a public note once the source is checked and the likely applicant types are clear.
  2. Opening soon: remind people to update profile files, quotes, permissions and partnership letters.
  3. Closing soon: notify only likely-fit entities so the feed stays useful, not noisy.
  4. Future round: treat the quiet period as preparation time, not dead time.
  5. Rolling program: scan monthly and keep a lightweight eligibility note fresh.
