The immediate target is not “win the whole terminal”. It is to identify the work packages, build qualified delivery lanes and become useful to the prime contractors who can carry a major marine and transport contract.

One strong operating vehicle. Several clear delivery lanes.

Start with an operating company that can employ people, hold IP, insure the work and subcontract. Add a project company or joint venture only when ownership, finance and risk make it useful.

The Gumpi preparation run.

  1. Track the TMR project page, QTenders, forward pipeline, industry briefings and relevant awarded contracts.
  2. Break the concept into likely packages: marine structures, civil works, buildings, shelters, access, parking, landscape, systems, environmental and handover.
  3. Map the likely PQC, TMR, National Prequalification, QBCC, RPEQ, marine, environmental, WHS and financial-capacity requirements by package.
  4. Choose the two or three packages where local capability can be excellent. Build proof there first.
  5. Approach qualified primes with a one-page capability statement, evidence pack, delivery price logic and a precise workshare proposal.
  6. Run both Queensland and Commonwealth policy triggers because the project is jointly funded. The final procurement lead and tender pack decide what actually applies.
  7. Use the terminal work to build reusable people, systems, tools and records for the next transport and infrastructure bid.

Sandworm and Grain by Grain become a capability programme.

The proposed Gumpi/Dunwich city-loop tunnel, park-and-ride links and spoil-to-community-infrastructure system are not current government projects. Treat them as a disciplined research, simulation and supplier-development programme.

Turn future infrastructure into testable rungs: maker space, robotic prototypes, material samples, digital twins, training records and public evidence labels.

Sand spoil is a feedstock only after the gates pass.

Excavated material needs a legal owner, contamination and geotechnical characterisation, transport plan, approvals, product testing and an accepted end use. Build the material evidence chain now; do not price future infrastructure on assumed “free sand”.
