There are no existing sand courts to inherit. The first useful move is a clean, portable community entity that can test low-pressure sand activity while any purpose-built Dunwich facility remains a future horizon.
A distributed model keeps options open.
Amity was an early concept lane, beaches can support temporary trials, and Ballow Road sits inside the Dunwich/Gumpi horizon as uncertain paddock/context rather than a confirmed club asset. None of that is current approval, ownership or built infrastructure.
The club remains the people layer. Dunwich/Gumpi is the landing, services and longer facility horizon if the right land, permission, partnership and community support come together. Point Lookout is the other larger town pole: visitor-facing, tourism-worker, retiree and showcase-facing, useful for events and media moments without becoming the assumed daily operating base.
Start with activities that are easy to enter and worth improving at.
Beach volleyball, beach cricket, roundnet, ultimate, family sand games, women's sessions, youth clinics and gentle wellbeing sessions can all be trialled before the club asks for a permanent footprint. Some sessions can stay social; others can become ladders, tournaments, training squads or representative pathways when the culture is ready.

Fair competition
Winning matters because effort matters. Losing is part of learning. Participation is not a consolation prize.
Wellbeing sessions
Small gatherings, movement, recovery and connection that do not require elite confidence.

Use attendance, volunteer hours and feedback before larger grant claims.
Useful proof is quieter than a festival poster.
A clean committee, visible women in leadership, child-safety readiness if juniors are involved, safe repeatable activities, a working volunteer system and an honest evidence log are already meaningful.
