Input form and public corrections

The form keeps typed details in the browser. The email button asks the visitor's device to open a non-public draft addressed to Luke. A copy button provides a fallback. The public button sends the topic and message to GitHub to prepare an issue draft without the optional name or reply email. GitHub receives the draft details when that button is opened, but nothing is public until the visitor posts it. The site itself does not store the input.
