Tenders are not grants. A grant usually funds a proposed public-good project. A tender is usually a buyer asking a capable business, organisation or delivery team to provide goods, services, works or advice under a contract.

The practical tender ladder.

Start with the contractor guide, then match the legal vehicle and evidence to the live opportunity. Windemere is the active bid-production case. Gumpi is the major-project preparation case. Sandworm and Grain by Grain build the longer capability ladder.

What is already connected?

The lab is standalone, but it has obvious friends: grants for funding, the ledger for public proof, Ready S.E.T. and Sandworm as optional future-work targets, Mineral Moonshots for major opportunity framing, and the Civilisation of Sand epoch for long-range systems thinking.
