Baseline first, then replace it with receipts.
The baseline prevents blank countries. The deep review then adds official-source links, exact activity routes, current dates, host actions, age gates, online forms, conference fit and unresolved questions. Territories, islands and special jurisdictions remain separate where their entry or work systems differ.
