A young Quandamooka planner walks a proposed busline across Minjerribah at dawn, holding a tablet where the zoning is marked in future tense. At each creek she stops because it remembers another name, and instead of drawing an edge she kneels and presses her hand into glistening sand, letting footsteps, not fences, mark the plan.
Arc: It opens with land quietly breathing and remembering old names, and ends with the same sands reframed as an unending civic ceremony that the singer greets with What a time to be alive.

“City of salt, sun, signal, and rain”
Open on four fast inserts cut on the beat: salt crust on a rock pool, hard sun flare, a phone signal bar, rain on a tin community-hall roof. Ground the civic tech in weather before any people appear.
“Buslines drawn like river veins”
Overhead dawn shot of a transport map laid over the actual creeks, then dissolve the drawn bus route into a living waterway so the infrastructure line and the river vein become one stroke.
“Zoning marked in future tense”
A planner's tablet where zoning polygons glow, but the labels read as verbs not nouns. Slow push on the screen while a child's shadow crosses it, tying the next line's children into the plan.
“Parks emerge where power bends”
A power pole or substation, then tilt down to grass and a park bench growing at its base. Shoot the concession as physical: hard infrastructure yielding ground to green.
“Mooloomba where the whales rise slow”
Long lens off North Gorge, hold on empty ocean, then a whale breaks surface in real time, no cut. Let the slowness be the direction. Purple mat colour in the sky grade.
“Pulan's dolphins arc the bay”
Low water-level shot at Amity, dolphins arcing in a line that rhymes visually with the earlier arced busline. Same curve, natural version.
“Talwalpin trees sway prayers all day”
Static locked-off frame of a single flowering Talwalpin at the shore, wind moving it for the whole shot. Treat the sway as liturgy: no cut, let it pray.
“Like footsteps circling sacred ground”
Top-down of bare feet walking a slow circle in sand, the placenames spoken as each footfall lands, so the list of names becomes an actual circling gesture.
“Each name a key, a door, a flame”
Three quick match-cuts: a hand turning a key, a door opening onto the bay, a small flame. Then a name card carved in shell. The comic-panel-to-keyframe device fits here, three panels igniting.
“Solar feeds the civic calls”
Interior community hall, a public ledger or civic counter ticking on a wall screen, and a cable traced from a roof solar panel to the meeting-room lights coming on. The abundance is literally powering the vote.
“Sovereign Data at human pace”
Contrast shot: a scrolling public ledger slowed until it moves at the speed of an elder walking the beach beside it. Data and footsteps matched frame-rate.
“Just patterns dancing into name”
No monument. Instead sand-drawing or dance footprints forming a name, then a wave half-erasing it, honouring the earlier no final frame. Shoot the impermanence, do not fight it.
“The treaty's not a line to sign / It's a dance, a weave, a steady spine”
Push in on a real document's blank signature line, then whip-pan away from the pen to dancers weaving a pattern. Refuse the signature shot on purpose.
“In patterns carved through stone and shell”
Macro of a shell held to the sun so its inner spiral catches light, cut to the same spiral in the sand and in the song's spiral of past-present-future. One motif, three scales.
“Just footsteps pressed in glistening sand”
Golden-hour tracking shot low behind bare heels, each step filling with mirror-bright water. This is the album's repair gold read as wet sand, not metal.
“This is Redland. This doesn't end.”
Camera pulls back and up off the beach into the solar-storm sky of the album world, the tide still coming, no closing frame. End on motion, not a held final image, to honour doesn't end.
