This appears to be more than a simple surface repair. The tender asks for a design-and-construct response covering investigation, design, reporting, labour, plant, materials, construction, supervision and certification for the Windemere Road Park skate bowl refurbishment.

The June 2026 site photos show standing water or pooling, debris, graffiti, cracking and the surrounding shelter and fencing context. Drainage should be treated as a verification issue because the audit says no water was seen pooling at the time of inspection.
