What RCC is asking for

Appendix C rates Windemere Road Park as condition rating 3 - Fair. The facility has two large open bowl structures suited to intermediate and advanced transition riding. The primary bowl structures are described as structurally sound and serviceable, but the audit notes worn surfaces, significant cracks and minor surface hazards.
What the photos suggest
The June 2026 site photos show standing water or pooling, debris, graffiti, cracking and the surrounding shelter and fencing context. Drainage should be treated as a verification issue because the audit says no water was seen pooling at the time of inspection.
